The second popular conference of the Haitian diaspora of Montreal on the reconstruction of Haiti finished this Saturday, May 7 by the adoption of a pilot project to build an agricultural village of fewer than 20,000 inhabitants.
"It is necessary to have the involvement of groups from here, but also an active participation of community organizations in Haiti. Because the idea is not to do things in their place, but mainly to help them to structure their community » said Me Jean Ernest Pierre at the time of the presentation of the project.
The project will be managed by the group "Managers Without Borders" who announced on Saturday, a funding partnership with a business group in the pharmaceutical field. Discussions are also underway with TENTA, a construction company of Laval, for the execution of infrastructure works related to the project.
Maurice Monette, of the company TENTA, presented a model of the future agricultural village which will include a primary and secondary school that can accommodate 500 students and a health center. Playgrounds and facilities; water and electricity are also included in the plan.
The conference focused mainly on the reconstruction of Haiti in perspective of an integrated development, was the occasion for many experts, including Wilson Saintelmy, Erold Joseph, Jean Fils-Aimé, Donald Cuccioletta, to address governance issues, the type of aid to Haiti, of the issue of NGOs in the functioning of the state. "It is necessary to reconsider our approach of the economic development, to allow Haiti to develop progressively, starting with the micro-development", stressed the Professor Saintelmy.
The professor Claude Preptit of his side, expressed very strong concerns about the physical reconstruction of the city. "the plan submitted by the Interim Haiti Recovery Commission does not take into account the important fault zones" said the head of the seismology center of Haiti, adding "no region of Haiti is safe from an earthquake. The next can occur anytime, and it could be more deadly than last year, if nothing is done".
For his part Jean Ernest Pierre, the main promoter of this project indicate concerning the place of implementation of the project "however, we know that this is a place of less than 20 000 inhabitants, naturally located in a secluded, and not in an urban center. All amenities will be present so that people can live decently: water, electricity, roads, territorial development"
